All domestic packages are sent with tracking, and priority mail is sent with $50 of included insurance, if it meets certain conditions.

International packages are handled differently, all are sent with tracking, but the rules for insurance are different.

In general, insurance DOES NOT APPLY unless the package is damaged severely or lost completely, and the dates for what's considered lost vary by country. If a package is marked as delivered, insurance will not cover anything as far as missing or stolen mail. If a package is damaged please save the packaging since the post office requires photos as proof.

Individual countries have different laws about import taxes and fees. Buyer is responsible for paying any fees collected when the package is picked up. I can't mark an item as a gift to avoid paying those fees, because it’s considered mail fraud and is illegal.

VAT taxes are charged by individual countries, and laws are different everywhere. If Etsy is required to collect VAT taxes they will be charged when the sale goes through.

Certain countries have additional customs and postal fees imposed when the package is delivered. It's the responsibility of the customer to check on any laws specific to his or her own country and to pay any additional fees.

Unfortunately, if the post office marks the package as delivered, I have to take that as proof of delivery, and refunds will not be available unless a police report for stolen mail is filed. It's the customer's responsibility to provide a secure delivery location.

If this does happen, check with anyone who may have picked up the package and brought it in. After that, check with neighbors, or look around your house to see if the mail carrier left it in an inconspicuous area. After that, check with the post office in person to get the GPS reading from the delivery scan. In the case of stolen packages, you should file a stolen package report with the police and the post office so that they can track patterns os theft in your area.
